16,457. This is the number of abandoned animals registered by SPAonly between 1eh May and 31 August 2022. Sad figure again this summer.

In order to combat the abandonment and mistreatment of animals, it is now mandatory, since October 2022, to sign a “certificate of commitment and knowledge” if you want to buy or adopt a pet, seven days before welcoming your new furry or feathered companion.

The goal ? Avoid impulse buys and the abandonments that sometimes follow a few months later. Because this document aims to inform you about your pet’s needs and behavior, the cost of its maintenance and the obligation to register its identification, as specified on the website.

Too many dropouts

Every year animals are left behind, especially during the summer holidays. The SPA states on its website that every summer, more than 10,000 animals are victims of these summer culls are collected, although today there are many solutions to have your companion looked after during his holiday: kennel, animal care at home, family, friends, etc.

What happens to abandoned animals?

SPA specifies that wild abandonment causes the animal to wander for several days, even several weeks. As he wanders, he is subject to the elements, lack of food and water, traffic accidents, and the cruelty of some bad people.
If the animal survives all this, it can be picked up with a pound. However, if the latter does not apply the rules for the SPA pounds, the animal is euthanized at the end of the legal waiting period of 8 working days. “If he is lucky, the animal may be picked up by one of our pounds, in which case it will be placed in a shelter and will be finally recognized as a survivor”.

Know the animal’s needs

This certificate thus makes it possible to specify, depending on the animal in question (cat, dog and NACs: new pets), the following elements:

  • their daily physiological, behavioral and medical needs;
  • the obligations related to his identification (electronic chip or tattoo);
  • the costs and logistical implications (desired space, excursions, childcare during holidays, etc.) related to the satisfaction of his needs throughout life.

For animals of the equine family (horse, pony, donkey, etc.), this commitment certificate will be mandatory from 31 December 2022, regardless of the date of acquisition of your animal.

Who issues the certificate?

This document is written by a person who holds the Certificate of Knowledge for Pets of Domestic Animals (Acaced) or an equivalent professional certification. It can be one veterinarya breedera manager of a shelter or an animal welfare association (such as SPA e.g).

“It is not necessarily the person who transfers the animal, especially if it is an individual”, specifies the website

The certificate must therefore be signed and completed by hand seven days before adoption or purchase of the animal. Be careful, if you don’t respect it, you expose yourself Sanctions !

An upcoming decree will specify this sanction, we still read on the page.
