Pôle emploi agents can now consult the file of capitalization and life insurance contracts (Ficovie) to cross-check the information in this database with the income declared by recipients of unemployment benefits.
In order to fight against social assistance fraud, Pôle emploi can now access the Ficovie file, which includes life insurance contracts taken out in France.
Thanks to this new competence, the agents of the organization can check the consistency of the resources declared by jobseekers and in particular by those who receive means-tested benefits, such as the ASS (Specific solidarity allowance). Established by the finance law for 2022, this reform had been demanded by the Court of Auditors in a report on social benefits fraud published in September 2020.
Access reserved for designated agents
To benefit from this new breach of data confidentiality, Pole emploi agents must be individually designated and duly authorized by the organization’s general manager.
This new access to Ficovie completes the arsenal of resources made available to Pole Emploi, which could already consult the Ficoba file (national file of bank and similar accounts), data from the Patrim system and the National Heritage Data Base (BNDP) , files specific to real estate.
